You can easily enable / disable an intro section at the homepage. This intro section actually outputs the content of a static page, so the first thing you need to do is to create a new page and add the intro message (if you want to add the social icons too, here is how you should go).
Then, at Appearance > Customize, go to the “Static Front Page” tab, and check the “include an intro section at the homepage” checkbox, and then select the page you created at the dropdown below.
You should be good to go!
